Why put the database on its own server?
So when your website gets busy, it cannot take memory away from the database. Each server can be the right size for its own job. You can also make the database accept connections only from your website's server, which is safer.
How much memory does a database server need?
Enough to keep the data you use most in memory, plus a little for the system. 8 GB is enough for most small apps. If the database becomes slow, add memory before adding processor cores.
Windows or Linux — which should I choose?
Linux for most people: it is lighter, so the same plan does more. Choose Windows only if a program you need runs on Windows. You can change later from your control panel.
